B3 Strategies

Founded in 2014, the B3 team’s approach to public policy begins and ends with communication. Positioned as the Public Policy Architects, B3 builds public policy from the ground up – or brick by brick so to speak.

Led by Chief Executive Officer, Russell Smoldon, the B3 team collectively has nearly forty years of experience in public policy and government relations in the state of Arizona. B3’s team also includes Government Relations Manager, Emily Rice and Government Relations Associate, Diego Leal. B3 represents clients on a range of issues including water, natural resources, energy, governance, economic development, health care, education and criminal justice reform.

Through education and relationship building, B3 assists clients with the development and implementation of public policy and government relations strategy on the local, state, and federal levels.

Meguire Whitney

Meguire Whitney launched in 2017, after the closure of Morgan Meguire – a small firm serving many of the same clients for over 20 years. We are a boutique specialty firm with a team of experienced policy professionals available to provide both substantive depth and comprehensive capacity.

Meguire Whitney specializes in energy and natural resource issues, giving IEDA a foothold within the beltway, while maintaining strong Arizona and Colorado River ties.

Elizabeth K. Whitney has more than fifteen years of federal policy experience, focusing on energy policy.  Her government relations practice centers on energy markets, environmental regulation, climate change, and nuclear power.

Ryan Serote has more than 20 years of experience in state and federal government affairs, with a focus on natural resources, energy, and water advocacy on behalf of public power utilities.  Prior to joining Meguire Whitney, he was the Senior Manager of Federal Affairs in the Washington, D.C. office of Salt River Project.  Prior to that, he handled the natural resources, public lands and hydropower portfolio on the National Rural Electric Cooperative Association’s (NRECA) federal advocacy team.  Ryan also served as the Director of Federal Relations for Arizona Governor Jan Brewer, and as a staff member in the Arizona congressional delegation.
